     I think that without knowing the individuals purpose in going into the store judging them would simply be unfair. Now if you know there are going in there to shop or look for a specific item then the opinion would be left to those who witnessed person entering in. On the other hand if the person has business with the store owner and not the store itself they could be a harmless meaning that has a focus of a nonsexual or inappropriate purpose.
