I honestly think that part of it is due to the what many people may call "businesses." Many people just try to find ways to make money, even if this means owning a sex shop.

People have lost their values and they do not care. They know that this is a never-ending business and a good source of money. People in society have split personalities, in a sense. Society has twisted the meaning of what's good and moral. It's hard, though, to explain why society allows for this to happen, and at the same time condemns it. I guess the authorities are trying to find a common ground between people who stick to their moral values and people who want to be libertines just because we live in country where everybody is supposed to be content.
